Lt. Robert Hall Retires After 33 Years on the Everett Force; Sgt. Joe Gaff and TJ Flammia Begin Their 40th

A narcotics lieutenant known across greater Boston closed out 33 years. The same week, two officers who joined the department in 1986 picked up certificates for starting year 40. Three careers that add up to more than a century in Everett.

Lieutenant Robert Hall has retired from the Everett Police Department after 33 years, Chief Paul D. Strong announced on Saturday, August 29. Three days earlier the department marked a different kind of milestone: Sergeant Joe Gaff and Officer TJ Flammia began their 40th year on the force.

Lt. Hall

Strong said Hall’s career “exemplified the highest standards of service” and singled out his work in narcotics enforcement, which reached beyond Everett into “several communities in greater Boston.” The chief also thanked him “for his many years of helping anyone who was in need and offering guidance to those who needed it.” The department presented him with a plaque marking his service.

Hall’s retirement comes as the department has turned over much of its command staff in the past year. In September the City Council confirmed the promotion of Sergeant Brian Herbert to lieutenant, and in October it confirmed nine new firefighters for the city’s other department. The council also sent two scooter enforcement questions to Gaff, the traffic division’s sergeant, that month.

40 years

Gaff and Flammia were sworn in in 1986. Strong presented each with a certificate at the station on August 26 and praised “their commitment to duty, professionalism” over four decades. Gaff, who told the council in September that he has been on the job 40 years and “still can’t figure out what a 50 cc is,” runs traffic enforcement and serves as the city’s traffic commissioner.
