Everett Board of Health Meets October 21 on Birds and Fowl at 23 Clarence Street; Agenda Letterhead Lists Alba Cruz-Davis as Interim Director of Public Health

The Everett Board of Health has one item of business on its October 21 agenda: a “Bird and Fowl Update” at 23 Clarence Street, a residential street off Chelsea Street in the Woodlawn section. The agenda, posted October 13, also calls for approval of minutes from September and the director’s report, and leaves the next meeting date to be determined.

The agenda is notable for its letterhead. Alongside Health and Human Services Executive Director Sabrina Firicano LoBono, it lists Alba Cruz-Davis, PhD, MPH, as interim director of public health, a title that did not appear on the board’s agendas through June. The city has not announced the appointment on its website. The three board members are unchanged: Chair Sean F. Connolly, DPM, Deanne Mullett and Joan LaVecchio.

Two details on the document are worth noting for anyone trying to follow the board’s work. The agenda file is titled October 21, 2026, but its date line reads “Monday October 21, 2024,” apparently a carryover from an earlier form; October 21, 2026 is a Wednesday. And while the agenda calls for approval of September minutes, the city has not posted minutes or an agenda for the September 14 meeting the board scheduled in June. The last minutes on the city website are from June 15.

Earlier this year the board handled a chicken-keeping application at 54 Francis Street, a proposed second location for Sky Hookah Lounge at 13 Chelsea Street, three encampments under the Sweetser Circle bridge and a federal crackdown on unauthorized vape products that drew about 20 retailers to its April meeting. The board meets at 6 p.m. in Room 20 at City Hall, 484 Broadway.
